تدور أحداث القصة في شنقهاي عام 1931, عندما أرسل الجيش الإمبراطوري الياباني إلى الصين

بسبب الحرب الأولى بين الصين واليابان , والحرب بين روسيا واليابان والحرب العالمية الأولى

في تلك المدينة هناك منظمة عسكرية خاصة للتجسس تسمى :: ساكوراي كيكان ::

وفيها أشخاص ذو قدرات فريدة !
